The DJ Registry Manager (dotDJ) is in charge of the technical governance of .DJ for the Djibouti resident and international internet communities, under the ultimate authority of the Government of Djibouti through a contact with Djibouti Telecom. These communities are globally represented by A.DJ for a .DJ good governance. International DJ, is the .DJ primary registrar in charge of the business and services development. It focusses on international businesses, music and information areas, towards their supports by Djibouti based services.
 A.DJ is motivated by the respect of the Djiboutian rights, laws and constitution, the support of the resident society and the development of ICT, the best quality of service to every internet user and the best interest of its international registrants. This starts in keeping tidy the .DJ name space as a space of trust, exchanges and services.


Les conditions d'attribution des noms de domaine de .DJ prévoit que la défense des droits de ses membres, auprès du TLD Registry Manager, défini par la RFC 1591 comme l'homme de confiance de sa communauté internet, donc nécessairement à son écoute, est assurée par l'Association A.DJ. A ce titre elle approuve chaque nom de domaine pour éviter les conflits, les mots grossiers, le cybersquatting, la confusion pour les utilisateurs et elle est le garant de l'exécution de la procédure d'UDRP de gestion de conflits de nommage, selon ses clauses particulières, conformément au possibilité de cette procédure :

  • la nature du nom de domaine (que ne définit pas l'UDRP qui est pourtant une procédure autonome traitant uniquement du nom de domaine) comme un pointeur alphanumérique entre la réalité d'une ressource soumise aux lois, règles et droits de son essence, vers l'adresse numérique de son support physique relevant des lois, règles et droits du pays où il est installé.
  • la reconnaissance de ce que l'enregistrement d'un nom de domaine est un service d'aide à l'accès rendu aux utilisateurs de l'Internet et que leur droits sont à considérer en premier. Ceci est une aide simple et de bon sens à la résolution - en général à la satisfaction de tous - les délicats problème de droits des marques fameuses et de l'exception culturelle, comme du multiliguisme et le support des expressions vernaculaires.
  • la possibilité de remplacer - à son initiative - le Panel d'experts par un jury tiré au sort parmi des registrants de la culture ou de la langue concernée par le conflit, à qui pourront être soumis une maquette des sites proposés par les deux parties
Le but de l'A.DJ est d'aider au quotidien à ce que l'espace de nommage .DJ reste un espace propre, de confiance, d'échanges et de service dans l'intérêt de tous ses utilisateurs, résidents et internationaux. Tout registrant de .DJ est membre de droit de l'A.DJ - il pourra prochainement souscrire l'adresse e-mail nom-de-domaine@a.dj

We look for a web site designer, a web master, a mail server (every .DJ registrant is a member), a voting and polling services, a wiki service, a mailing list server; a hosting provider. Famous, Generic and Obscene Names 
when users access .DJ national and international web sites and services, we want them neither to be shocked nor to be confused, to get the best qualify of service. To that end A.DJ has entered into an agreement with dotDJ to review and accept every domain name before it is registered. A.DJ is an association and its decision can be objected. We are only motivated the best interest of our members.
  • Famous names are names everyone relates with a Trade Mark, a person or a place in Djibouti. Using it to designate a different site is usually confusing and a form a cybersquatting. A.DJ has an agreement with dotDJ to give an 8 days priority to the Famous TM holder if someone wants to register a famous name (we look at the name in ".com"). If the legitimate owner declines, the good faith (*) of the registrant is de facto proven.
  • Generic names are names everyone relates with a concept, a kind of object, a type of service. They should either be reserved to a Djibouti an specialised site or respond to the general users expectation. International DJ has been set-up to cooperate with registrants and develop projects to that end. If someone has that kind of project he should contact International DJ for assistance or even for a joint-venture.
  • Obscene names are illegal and not accepted. It is not possible to maintain a list of them in every language. When such a word is registered we do not accept it. When a registered name happens to be a foul name in a language and used as such, we ask it to be cancelled.
(*) Misuse of  Famous and Generic names may result in an UDRP,in such a case the interest of the registrant is to pre-establish its good faith.
Naming Conflicts
The target of the A.DJ is to keep tidy the .DJ name space as an area of trust, exchanges and services to the common benefit of all its registrants. To that end we have an agreement with the dotDJ organization which manages the dotDJ Registry:
  •  we are an independent third party supervising the .DJ UDRP procedure. We consider that domain names are an access service offered by the registrants to the public with the assistance of the Registry. We consider first the interest of the users and we want to avoid confusion.
  • we review every registration and advise our members and future members on their registration. We consider that dialoguing with a us is a proof of good faith and we will report it to the UDRP Panel should a conflict happen.
  • the .DJ name space is governed by the laws and is under the jurisdiction of the Republic of Djibouti. In case of conflict we can advise the parties on the procedure and on the lawyers they may contact.
  • we are certainly willing to help negotiating conflict resolutions. We have obtained that the .DJ registration rules seriously protect the privacy of the registrants and give powers to dotDJ to prevent and solve conflicts without disclosing private information on registrants. Our target is to keep every registrant equal. Many of our Members are individuals or small budget ventures, we want to protect their innovative thinking and rights. We also want to fully protect the right of the legitimate right holders. Experience shown that our approach permitted it. We had several conflicts to address, none resulted in a legal action.
If you consider engaging into a conflict or are to respond a challenge, we certainly suggest that you contact us first. In particular, we recommend you do not think one of our member is infringing any trademarks or copyrights law, if this has not been ruled by a Djibouti Court, after possible appeal.
